MA’AVARIM (Hebrew for TRANSITIONS)
Ma’avarim promotes economic development in rural communities across Israel. Established to address the complex employment challenges faced by various underserved communities in Israel’s geographic periphery, the program helps residents of rural communities adapt to the changes necessary for successful integration into today’s job market.
Ma’avarim operates seven regional employment centers that are professionally managed by Be-Atzmi and led by the Ministry of Labor, Social Affairs and Social Services in collaboration with regional councils.
The Ma’avarim model adopts a comprehensive approach to employment, combining regional economic characteristics with employment practices. For each region we formulate employment policies, pool resources and recruit local forces.

- Carmel Menashe
- Ma’ayanot Kinneret
- The Western Galilee
- Migdal HaEmek
- The Galilee Panhandle
